
On September 8, 2026, the following was published in the Official Gazette of the Federation: Agreement number ACDO.AS2.HCT.310826/238.P.DIR, issued by the Technical Council of the Mexican Social Security Institute (IMSS) during its ordinary session held on August 31, 2026 (the "Agreement"), which enters into force today, September 23, 2026.
Through this Agreement, the IMSS has approved the Digital Employer Identification Card (TIP Digital), which will replace the physical card for procedures that require it.
It should be noted that the Agreement is ambiguous regarding the mandatory nature of generating the TIP Digital. On one hand, the first point refers to "mandatory generation"; on the other, Annex I, regarding the generation procedure, states that "Employers or obligated parties who choose to use the Digital Employer Identification Card may generate it through the IMSS Mailbox (...)". Furthermore, the Agreement does not provide a specific deadline for generating it, nor does it establish penalties for failing to do so.
Nevertheless, it is recommended that employers generate the TIP Digital, both as a preventive measure in case the IMSS makes its use mandatory, and to simplify administrative tasks by taking advantage of the digitization of procedures with the Institute. This is especially relevant because the TIP Digital allows for the simple, online verification and modification of individuals authorized by the employer to carry out procedures with the IMSS, without the need to request the reissuance of the card in person at the Sub-delegation corresponding to each Employer Registration.
